I telegraphed at once to our Chargé d'Affaires :---

"Instruct the Consul at Canton to act with the utmost prudence, and never to address any communication of the kind to the Viceroy without previously communi- cating with me or with you, according to the circumstances. I do not know the case of the British steamer, and am waiting for information."

The following is from M. de Lima to M. de Soveral:-

"As you will see, the purpose of China is to create a situation more and more disagreeable, and I should like to know the impression of His Majesty's Government, feeling sure that their mediation would greatly help us, and facilitate an Agreement between the two Governments on the delimitation of the Macao boundaries."

TWO telegrams from Peking have reached the Portuguese Government, which report a fresh incident in connection with Macao. They seem to fear a possible attack upon that place by China. Again they request our mediation and support. Please let me have your views, and let me know whether you can properly do anything to help them. If you can, you are authorized to act.
